Vietnam stands to pay a heavy price if, as is widely expected, Beijing retaliates through economic sanctions. Its reliance on Chinese investment is overwhelming. A casual visitor to Hanoi or Ho Chi Minh City will verify that Western capital is invisible in Vietnam. Given the precarious state of its domestic economy (inflation has outpaced GDP growth for the past half-decade), and surfeit of alternative foreign investment, Vietnam can ill-afford to alienate Chinese capital, even if its entry to the Trans-Pacific Partnership (TPP) is concluded within a reasonable timeframe. Indeed, Vietnam’s enthusiasm for the TPP is highly questionable. The Vietnamese economy is not sufficiently developed to benefit from the influx of economic liberalization brought by the TPP.  Simply put, China represents Vietnam’s best bet for stable development. This conflict will hit the Vietnamese economy hard.

The Communist regime is under threat from pro-democratic domestic opposition. Some analysts believe the Sinophobic riots also served as a pointed warning to the ruling party. Its leadership will continue to ignite nationalistic passions to detract from its own shortcomings, but it faces something of a balancing act; excessive aggression may precipitate an economic crisis, which would cripple the regime. However, it is quite plausible that Communist leaders manipulate the aftermath of the crisis to its own advantage and consolidate power domestically. All things considered, the Vietnamese people are likely to emerge as the biggest losers.

Tóm tắt: VN sẽ phải trả giá rất đắt nếu Bắc Kinh trả đũa bằng cách cấm vận kinh tế. Kinh tế VN hiện nay phụ thuộc phần lớn vào TQ. Nhìn chung, trong tất cả các bên liên quan, VN có lẽ là người chịu thiệt hại nhiều nhất.

Earlier this month, divisions between members of the Association of Southeast Asian Nations (ASEAN) became apparent when the group failed to mention China directly in its post-meeting statement. 

 "Việc VN cùng tham gia với một đồng minh của Mỹ để trực tiếp kêu gọi sự ủng hộ của quốc tế là chưa từng có", Carl Thayer, chuyên gia về ĐN Á người Úc phát biểu như vậy với hãng Reuters. Đầu tháng này, sự chia rẽ giữa các nước thành viên ASEAN đã trở nên rõ ràng khi tổ chức này không dám trực tiếp nêu tên TQ trong bản thông cáo sau hội nghị.
